  4. Another type of motion taken 'at the commencement' is
  5. described as 'motions under Standing Order No 23' - or 
  6. the so called 'Ten Minute Rule Bill Motion'. This allows 
  7. one MP each Tuesday and Wednesday to bring forward 
  8. proposals for new legislation and explain to the house 
  9. why it should agree to it. The MP is allowed ten minutes 
  10. to do so - after which an opponent can also speak for ten 
  11. minutes. The issue is then put to the vote.

  13. Motions to introduce Ten Minute Rule Bills are very popular,
  14. not so much because they are likely to result in a change in the law, but because they allow backbenchers to air their views on a controversial issue.
